Terms of use for Tokyo Innovation Base
*This document serves as a supplementary material to the 「Tokyo Innovation Base 施設利⽤規約(https://tib.metro.tokyo.lg.jp/terms)」 In the event of any discrepancies between this version and the Japanese version, the Japanese version shall prevail.
This Facility Usage Terms (hereinafter referred to as “these Terms”) stipulate the conditions for using the Tokyo Innovation Base (located at 3-8-3 Marunouchi, Chiyoda-ku, Tokyo; hereinafter referred to as “the Facility”), which is managed by the Tokyo Metropolitan Government’s Startup Strategy Promotion Headquarters. Users of the Facility (as defined in Article 1) shall use the Facility in accordance with these Terms.
Article 1 (Users)
1. The Facility may only be used by individuals or entities who fall under one of the following categories (hereinafter referred to as “Users”):
(1) Visitors: Individuals who have registered the required information via the ticketing machine or obtained a QR code through the Tokyo Innovation Base website.
(2) TIB Users: Individuals who have registered the required information and completed membership registration via the “Tokyo Innovation Base” app.
(3) TIB Partners: Corporations that meet the application requirements outlined in the “TIB Partner Recruitment Guidelines” and have entered into a “TIB Partner Agreement.”
(4) Other Users: Corporations, organizations, or individuals approved by the Tokyo Metropolitan Government or the operator entrusted with part of the Facility’s management (hereinafter referred to as “the Secretariat”).
2. By using the Facility, Users are deemed to have agreed to these Terms.
3. The Secretariat may deny use of the Facility if it determines that a User has violated or is likely to violate any provision of these Terms.
Article 2: (Compliance Requirements)
1. All Users must comply with the following when using the Facility:
(1) Use the Facility, its equipment, and furnishings with the care expected of a responsible user.
(2) If any equipment or furnishings are damaged, soiled, lost, or if damage is caused to other users, the User must immediately report the incident to the Facility staff and follow their instructions.
(3) Ensure that not only their own employees but also related parties such as contractors and visitors comply with these Terms.
(4) Users must manage any equipment or furnishings loaned by the Secretariat (hereinafter referred to as “Loaned Items”) in accordance with the Secretariat’s instructions and return them by the predetermined date and time.
(5) When consuming food or beverages within the Facility, do so with consideration for the surrounding environment and maintain hygiene after use.
2. Users must comply with any additional rules established by the Tokyo Metropolitan Government or the Secretariat in response to social conditions or other circumstances, even if such rules are separate from these Terms
Article 3: (Prohibited Activities)
1. Users are prohibited from using the Facility in the following cases:
(1) When engaging in acts that violate laws or public order and morals, or criminal acts or similar behavior.
(2) When conducting activities for political or religious purposes.
(3) When engaging in hobby or cultural club activities.
(4) When conducting alumni association or student group activities.
(5) When engaging in solicitation or intermediary activities.
(6) When the Secretariat determines that the activity benefits only specific individuals, corporations, or organizations.
(7) When engaging in activities that interfere with other users or disrupt or may disrupt the operation of the Facility.
(8) When engaging in any other activity deemed contrary to the purpose of the Facility by the Secretariat.
Article 3 (Restrictions on Use of Facilities)
The following activities are not permitted within the facilities. Users must understand the facility’s purpose and collaborate with others to ensure safe management:
(1) Political or religious purposes
(2) Hobbies, cultural, and social activities
(3) Alumni associations and alumni activities
(4) Solicitation or mediation purposes
(5) Use by anti-social groups
(6) Activities benefiting specific individuals, companies, or organizations, as judged by the Management Office
(7) Activities deemed inappropriate by the secretariat for any other purpose.
2. Users must not register the Facility’s address as their company’s head office or branch office, nor use it as a mailing or delivery address.
3. Users must not duplicate, transfer, or sublease Loaned Items to third parties, nor take them outside the Facility without written permission from the Secretariat.
4. Generally, users must not bring alcoholic beverages into the Facility. However, exceptions may be made for events or seminars if the organizer (e.g., a TIB Partner) obtains prior approval from the Secretariat.
5. Users must not post posters or notices on walls or glass surfaces without written permission from the Secretariat, nor place or display signboards in unauthorized areas. The Secretariat may remove and dispose of such items at the user’s expense.
6. Users must not use open flames or bring hazardous materials such as high-pressure gas, gasoline, or kerosene into the Facility. Smoking is strictly prohibited throughout the Facility.
7. Users may not transfer or sublease any rights arising from these Terms to third parties.
Article 4: (Facility Usage Method)
1. Users must register the required information via the official app and complete membership registration, or follow the method instructed by the Secretariat and input the necessary information at the reception each time they use the Facility. However, the reception method may vary depending on the content of events or seminars.
2. Users may utilize the following spaces within the Facility according to their intended purpose and in accordance with these Terms:

(b) Networking/Event Spaces: SQUARE-1, SQUARE-2
(c) Interaction Space: LIVING
(d) Experience / Exhibition Space: PARK
(e) Test Marketing Space: SHOP
【2nd Floor】
(f) Entrance Space: PERCH
(g) Café Space: BAR
(h) Event Spaces: STAGE, ROOM
(i) Private Meeting Rooms: MTG-2A, MTG-2B, MTG-2C, MTG-2D, MTG-2E, MTG-2F
(j) Co-creation Workspace: SHARE
(k) Exhibition Space: EXHIBIT
(l) Prototyping Lab: FAB

3. Private meeting rooms cannot be reserved in advance and may only be used if available on the day and approved by the Secretariat. However, if hosting an event at the Facility, advance reservation may be permitted with approval.
4. TIB Partners may reserve event spaces in advance for events or seminars, following the procedures outlined in the “Tokyo Innovation Base Event Space Usage Terms.” When not in use for events, these spaces may be used by general users.
5. Further details on Facility usage are provided in the “Facility Usage Guide” posted within the Facility.
Article 5: (Facility Location and Hours of Operation)
Location: Tokyo Innovation Base, 3-8-3 Marunouchi, Chiyoda-ku, Tokyo 100-0005
Hours of Operation:
– Weekdays: 10:00 AM – 9:00 PM (until 10:00 PM for events)
– Weekends and Holidays: 10:00 AM – 5:00 PM (until 10:00 PM for events)
– Closed during year-end/New Year holidays and for maintenance or inspections.
Article 6: (Available Equipment and Facilities)
1. Users may use the following facilities and equipment under the specified conditions:
(1) Loaned Equipment: Items borrowed at reception may be used freely but must be returned in their original condition. For events/seminars, equipment must be rented and returned according to the “Event Space Usage Terms.”
(2) Power Supply: 100V household outlets are available. One outlet per person.
(3) Public Wi-Fi: Users are responsible for their own security measures.
(4) Air Conditioning & Lighting: Shared use. Do not touch switches; adjustments are made by the Secretariat.
(5) Trash Disposal: Dispose of waste in designated bins according to sorting rules. Do not bring in or leave trash. Event-related waste must follow the “Event Hosting Guide.”
(6) Parking: No parking or bicycle parking is available. Use nearby paid facilities.
Article 7: (Suspension of Facility Use)
1. The Secretariat may suspend or interrupt use of all or part of the Facility without prior notice in the following cases:
(1) Natural disasters or other force majeure events make operation difficult.
(2) Computer or communication system failures occur.
(3) Maintenance or updates of computer systems are required.
(4) Any other situation where the Secretariat deems operation difficult.
2. Use may also be denied if the User is found to be in violation or at risk of violating these Terms.
Article 8: (Liability and Disclaimer)
1. Users who damage equipment or cause harm to the Tokyo Metropolitan Government or the Secretariat through intent or negligence must compensate for all resulting damages.
2. Users are responsible for resolving any harm caused to third parties, including other users. The Tokyo Metropolitan Government and the Secretariat bear no liability.
3. The Tokyo Metropolitan Government and the Secretariat are not liable in the following cases:
(1) Damage to third-party property by a user.
(2) Accidents or disputes between users or third parties.
(3) Theft or damage to user property during use.
(4) Accidents not caused by gross negligence or willful misconduct.
(5) Facility use becomes impossible due to unforeseen events or government orders.
(6) Data loss or device issues caused by power or internet use.
(7) Internet or equipment malfunctions.
(8) Suspension of use under Articles 7 or 9.
Article 9: (Exclusion of Anti-Social Forces)
1. Users must guarantee the following to the Tokyo Metropolitan Government and the Secretariat:
(1) They are not part of any anti-social forces (e.g., organized crime groups).
(2) Their executives are not part of such groups.
(3) They will not allow such groups to use the Facility under their name.
(4) They will not engage in the following:
– Threats or violence against the Tokyo Metropolitan Government or the Secretariat.
– Obstruction or defamation through deception or force.
2. Users must not allow the Facility to be used as a base for anti-social activities.
3. If a user falls under any of the following circumstances, the Secretariat may suspend the user’s access to the Facility without any prior notice:
Article 10: (Emergency Response)
1. In case of fire, users must immediately report to nearby staff, secure evacuation routes, attempt initial fire suppression, and call 119.
2. Emergency alarms must not be used except in actual emergencies.
3. In emergencies such as earthquakes, users must follow instructions from fire safety managers or building management.
4. Elevators must not be used during fires or earthquakes.
Article 11: (Amendments to the Terms)
1. The Tokyo Metropolitan Government may revise these Terms as necessary.
2. In the event of any changes to these Terms, the Tokyo Metropolitan Government shall announce the details of the changes in advance on the official website.
Article 12: (Jurisdiction)
Any disputes arising from or related to these Terms or the Facility shall be subject to the exclusive jurisdiction of the Tokyo District Court as the court of first instance.
